Resurfacing (also called mill-and-overlay, or simply an overlay) is a mid-life reset for an asphalt surface. The process: mill off the top 1.5–2 inches of the existing pavement with a rotary cutter, sweep the milled surface clean, apply a tack coat (thin asphalt emulsion) to bond old to new, then lay 1.5–2 inches of fresh hot-mix asphalt over the whole surface. What comes out looks and performs like a new install — but at roughly half the cost, because the existing base course does the structural work.
The load-bearing requirement is that the base be sound. If the base is pumping, potholed, or moving under load, an overlay just gives you a fresh-looking surface over a failing structure — that overlay will crack in the same patterns within 18–36 months. Diagnosis first, overlay second.
Right: surface-only wear — raveling, faded color, hairline cracking under 1/4 inch, isolated patches covering under 20% of total surface. Wrong: alligator cracking (a base failure symptom), potholes over the whole surface, edges falling apart from a failed sub-grade, standing water indicating negative grading, or a surface that’s already been overlaid twice (industry rule of thumb is you get two overlays before you tear out and start over).
